Project Manager / Civil Engineer (Construction) – Zanzibar, Tanzania (Ref: AR 260316)

A leading real estate development company in Tanzania is seeking an experienced Project Manager / Civil Engineer to lead the planning, coordination, and site supervision of construction projects in Zanzibar. This is a fixed-term contract for two years, with an expected mobilization/start in April 2026.

Role overview

As Project Manager / Civil Engineer, you will take end-to-end responsibility for the delivery of assigned construction packages and/or full projects—from initiation through to handover—ensuring works are completed on time, within budget, and to agreed quality standards. The role is based on-site in Zanzibar and involves close coordination with internal stakeholders, consultants, contractors, and suppliers.

Key responsibilities

You will be accountable for the full project delivery cycle, including (but not limited to):

  • Develop and manage project plans, schedules, and work programs from initiation to completion

  • Coordinate design and construction activities with consultants, contractors, and suppliers

  • Supervise site execution to ensure compliance with approved drawings, specifications, and quality standards

  • Monitor and control budgets, cost forecasts, variations, and site expenditures; report cost status and risks

  • Manage timelines, critical paths, and resource planning; drive corrective actions to prevent delays

  • Lead progress meetings, maintain accurate project documentation, and issue clear action tracking

  • Ensure Health, Safety, and Environmental (HSE) controls are implemented and followed on site

  • Identify and manage project risks, issues, and change requests; escalate as needed with solutions

  • Oversee inspections, testing, snagging, and practical completion; support commissioning and handover

  • Ensure all close-out documentation is completed (as-builts, O&M manuals where applicable, warranties, final accounts support)

Requirements

Must-have qualifications and experience

  • Bachelor’s degree in Civil Engineering 

  • Minimum of 5 years’ experience delivering construction projects (civil/structural and/or building works), preferably with experience in Africa.

  • Proven ability to manage end-to-end delivery, including planning, site supervision, and cost/time control

  • Strong understanding of construction quality management and site coordination practices

  • Confident stakeholder and contractor management, including reporting to senior leadership

  • Ability to join in April 2026

  • Willingness to live and work full-time in Zanzibar, Tanzania for the contract duration

Preferred (advantage) criteria

  • Prior project delivery experience in Africa (preferably East Africa), demonstrating regional execution awareness

  • Professional certifications (e.g., PMP, PRINCE2) or equivalent project management training

  • Familiarity with contract administration, variations/claims basics, and procurement coordination

  • Proficiency in common project tools (e.g., MS Project/Primavera, Excel reporting) and technical reading of drawings/specs

  • Experience delivering real estate developments (residential, mixed-use, hospitality, or commercial)
